Visit this page and press the donate button should work.

Login in on your paypal account before you press the donate button should bring you to the English version, if seeing the wrong language is the problem.

It isn't automatic, Jelle will give you the PIDs manually. Usually people log into the IRC channel and talk with Jelle about it after they donate.
